In Victoria, state government has introduced a massive new fire services tax, its a state tax but it will be added to council rates (shire councils must collect it). Despite an avalanche of media and dozens of local public meetings on this 99.99999% of Victorians are going to ring up their local councils to blame them and complain & the state government know that.
